9800X has both AVX, AVX2/FMA3 and AVX-512 support. 29.8 is running AVX-512 by default which is faster but also more taxing on your hardware so your OC cannot handle the extra stress. Version 29.4 is running AVX2/FMA3 by default.
Since AVX-512 is a newer technology not all computers have the correct voltage settings in the BIOS for AVX-512. Also your CPU cooling might not be powerful enough to handle AVX-512.
