Looking at the rook moves 21.... Ra8 or Rb6
22. Nxa6 Rxa6 23. Bxc6+ Rxc6 24. cxb4 axb4 25. Bd2 gives us a win
21.... Ra8 or Rb6 22. Nxa6 Rxa6 23. Bxc6+ Nxc6 24. Bd2 making way for Ne3 then Nxc4
