I can't speak officially, but in general stuff in prime.txt is safe to copy between machines, while the stuff in local.txt is for the current machine only and contains things like unique identifiers...

The RTX 3090 is not much better than the 3080. Unless you want the absolute best performance in a single card, the 3080 is a vastly better currency/performance card.
