For me it is the highest break possible in a snookerframe.

You must have a different scoring system or a different meaning of the word "break" from mine.
Snooker has 15 red balls, scoring 1 each, and six colours, scoring between 2 and 7. A maximum break (as I understand the game) pots all reds and a black for each of them, for an intermediate total of (1+7)*15 or 120. The colours then score a further (2+3+4+5+6+7)=27. The total for the maximum break is thus 147.

Evidently, if you just pot reds and blacks followed by the colors, you score 147.
However, if you are allowed to start with a free ball, you can add another 8 points to your break...

Also as far as I know, the game as played in the UK does not include any penalties given by the opponent as part of a break.

As to the snookerbreak. A foul is not included in the break. But a free ball is.
Imagine the following hypothetical situation: your opponent takes a break-off shot, but slips and horribly miscues and the cueball rolls up to the blue. You are awarded the four point penalty (cueball did not touch the blue) and decide to put the green and play all around for the black. These are surely no penalty points. What's more, you cannot unaccept penaltypoints awarded to your score, but you can unaccept a free ball and let the opponent play.
