Most of us are not interested in your "change of the rules". If you are allowed to change the rules to suit yourself, then any value becomes trivial.

P.S.: the [URL="http://www.dwheeler.com/fourfours/"]EXTREME four fours[/URL] page lists 197 with a complexity of 6, i.e. using the "sq" function and not having found a formula with % and/or gamma. But it IS possible to do 197 using %.
