I can exclude a thermo throttilng as well, cause the temps are perfectly under control and around 46/47 C°...
I've noticed that it may happen when IE6 is running or when Excel is waiting for a data saving confirm, if you set to save your files automatically...

I personally wouldnt recommend SIS chipset. If you want Intel its Intel all the way. Their memory performance tends to be poor compared to Intel's solution, which the Prime software heavily depends on.
