What do you think it is?

It is how to load a large log onto a wagon and unload it in a controlled manner.

:uncwilly:
As good a guess as any. The rope pulls the log upwards until the apparatus pivots. What the round device on the left end does, no idea. Edit: This is an excellent topic and should be continued. |
That is the whole front (possibly rear) axle and (maybe) tongue assembly. As with some of Leo's other illustrations, there are some lines that were sketched, but not darkened in. He drew things to help perspective drawing, then inked in the lines that are part of the object. Imagine a sketch of this. http://www.lowbridgeproductions.com/stump-puller.jpg |
There is something hidden in plain-sight. Can you see it?

It does look like an axle with wheels. The entire thing could be rolled, then towed by connecting to the right side end. |

There is the text written in reverse. And some seal looking thing/ The other things are on the back of the paper. |

Is it written in reverse? It has a right-hand slant. It could be Latin. A little photo enhancement may be able to make it more visible. Edit: Attached is the section of text and the seal. I put it through a process called "burning." It did not help much. |

I believe it is reversed. I flipped it horizontally. The seal contains Roman Alphabet words. Parts are missing. Near the top is "NGA." Around the bottom appears to be "ACTONAL." I cannot read Latin. It would be interesting to know what the handwritten part says.

He was Ambidextrous.
Writing with the left hand mirrored, would prevent his hand from smudging the ink. I saw that on the net somewhere. |
What the round device on the left end does, no idea.
I assume it is a roller to push the log onto another platform.
So you pivot the entire mechanism to raise the log into position, and then you push the log across the roller onto its destination. |
