I don't the the cartoonist makes it clear at all:

(S)he says "Just because Hitler and Stalin were both atheists doesn't mean atheism [B]caused[/B] them to do terrible things."

The sense in which you are using "cause" is as in "Oxford is the home of lost causes".
The cartoonist is using it is as in "An effect is caused by a cause".
