Well, garo, if I had assumed that you _did_ know all the intricacies of the relationship between Congress and the president, then I would have therefore to have assumed that you _did_ know why provisions such as the following, in this year's military authorization bill, constitute a barrier to Obama's simply closing the Guantanamo Bay prison by executive fiat, as you claimed that he could if he really wanted to.

There have also been similar provisions in the defense appropriations bills passed by a Republican-controlled Congress in preceding years of the Obama administration.
