I have a pair of Core2Duo systems, about as identical as possible, and one has the issue and the other does not. Same maker, model, memory config, prime95 version and work type, 2 gpus, same gpu apps and exponent ranges, same OS version and flavor and patch level. Different AV. Hmmm. The one that's not acting up is the same AV as on several other systems (earlier and later OS versions) that do not have the issue but are different hardware models. And oddly, that AV installation's UI seems to hang regularly (but no svchost issue). The svchost-saturating-core system is the only system I currently have with a particular different AV (bought because of the UI issue on the other and selection constrained by OS-compatibility), whose UI behaves quite well. It's like Pat Paulsen said, the leading cause of forest fires is trees. The leading cause of problems is (prior) solutions. An earlier incarnation of the issue was Windows Update infinitely trying to obtain updates on the no longer supported OS. Just set advanced power management settings on all device categories as suggested. The next day or so should show whether that resolves it.

Wrong exponent pasted in earlier. Normal server operation would automatically clean up the 82859239 stall in two weeks.
