The idea of having youngsters (not likely to be as corruptible as adults) monitoring an exam for adults, to detect cheating, seems like a sound idea to me.

I wonder if, in general, having exam monitors be sufficiently distinct from the population of exam-takers leads to better monitoring because the monitors would not be so susceptible to either distraction or corruption by those they are monitoring -- and it works in both directions of a youth/adult split (though you'd want an adult monitor of the youth monitors). OTOH maybe it only works in a society where citizens are trained to rat on each other.
