It took me about 5 seconds to come up with the idea of rasterizing USSR with its gamma, neutron, and fission products after jettisoning its warheads on various high value targets such as launch facilities for the USSR equivalents, before reading far enough to see they covered that. The really essential component is the shadow shield: shielding between the propulsion section and the bomb bay. You don't want the nuclear engine to prematurely set in motion nuclear reactions in the bomb bay while over your own territory, or degrade the control systems.
But hey, with the best of US or Russian design and Chinese made electronic components, these could return to base or a suitably equipped carrier to reload and make another trip, catch what's left of the emergency response crews unaware. What could go wrong?
