"Curtain climbers", "ankle biters". My take on "rugrat" is that it can include toddlers. Fascinating subject, isn't it: derogatory terms for the very young. Not all deserve it, but those who do make up for the others. Of course, it is really a failing of the parents, so the "locked in a room full of screaming sprogs" punishment sounds quite fitting.
