Throttle feature request?
 

The current implementation of the throttle parameter turns all cores on and off at the same time. So, if you have "throttle=50" (50%) all cores fire up, work a bit, and then turn off, and so on and so forth.

Is there a way to randomize or stagger the cores so they do not turn on and of at the same time?

No way to do that at present. I'll add the request to the rather big pile of requested features.
