my response to the last one:

could it be that as the black holes shrink the distance grows and so the galaxies can move apart using less work ? I know it might increase gravity but it also increases distance and such can decrease the pull for s moment allowing them to move further along ?

(Hawking radiation is a minor exception, but only very small black holes can emit Hawking radiation fast enough to shrink. Galactic-center black holes are never that small.)
